There was no separate article “for telling a joke” in the USSR Criminal Code. The only thing to which this could be formally attributed was an article about anti-Soviet agitation and propaganda.
Stories about people being sent to the Gulag solely for telling a joke are most often based on denunciations. In practice, if during the verification of a denunciation real crimes were revealed (theft, espionage, sabotage, etc.), the person was tried precisely for these crimes, and not for the fact of the joke or anecdote.
